Its a 'FRIZZ AWAY' device.

When you are drying your hair, you use this device to blast cold air through the dryer nozzel. Thus not frizzing your hair.

That's the chargecooler isnt it? The bit at the front is the bit to cool the water that the charge cooler uses.
