Probably one of the VAG TDi 110s (A4, A3, Golf, Bora, Passat, Seat) would be best if you're thinking of tweaking it a bit. I reckon an older VW or Audi is a better long-term bet than an older French car.
There are lots of options for remapping the 110s up to about 140bhp and 240lb-ft for about £300 - £400, without hurting economy too much. People like Revo, Jabba and others offer 110 remaps that are well proven and reliable.
If you go to UK Mark IVs and search for Revo, Jabba etc there's lots of info there.

Dodge,
You could get a 306TD (non HDI) or a later Mk3 Golf TDI. Or maybe a Seat TDI. All will be high mileage 100k + ish. I'm sure that the Trader will have a few in it.
Matt
Edited to say that there are 45 TDI Golfs, 6 Seats, 5 Peugeots
