It's meant to be a cheaper option. Mostly to eek out the most from this generation.
Probably in preparation for Pokemon X&Y as this will bring people into the market.

Maybe because the 3DS sales have been relatively poor, even by trying to force customers to buy it by only releasing games on the 3ds platform.... Its all about sales....
