Rising intonation

I live outside the U.K. now and have done for several years!
Now when I go back to visit, everyone ( including my mum, who is 72 ) speaks in rising intonation !
It is doing my head in ? everywhere you go you hear it? each and every sentence ends with a rise in tone ? Now I can't tell a question from a statement ?
Is this a sign of an insecure society ? ( that is a question )

You are referring to the annoying AQI (Australian Questioning Inflection)!!

I don't think two films have had quite the effect as years of Home and Away, Neighbours, Sons and Daughters, Young Doctors, Flying Doctors, Chopper Squad, Prisoner Cell Block H, Skippy, ad nauseum

The question is: What can be done about it? T shirts perhaps, with stamp out rising intonation on it !
I know languages change all the time and accents too: But this is bollocks really isn't it !
It all goes with mobile phones, credit cards, life assurance ( free mantle clocks ) no salesman will call, accident claims direct, even if you have c.c.j.'s United Kingdom goldfish bowl mentality........
