Can you use your mobile legally while driving? A Yes/No answer is all i want, im not interested in your views. The topic was just on the news but they did not exactly say you could use your mobile.

YES it is legal!

It is not a specific offence (although some think that it should be), but it can contribute to another offence (e.g. due care).

West Yorkshire's policy is to issue a fixed penalty ticket for "not in proper control of vehicle"

Cheers! I just saw a taxi driver the other day on his phone right next to the feds/cops/scum/fbi/pigs whatever you want to call them and thought why did he not get pulled. I pull over was just curious.

if we're talking about using the phone whilst you're driving then the answer is yes - I've seen it done.

I'm sure that Phil Stephens will agree that one hand on the phone to your ear leaves only one to steer and change gear, hence not being in proper control of the vehicle.

How much is a fixed penalty ticket? Another question, can the police do anything if you keep driving round a stretch of road say 1 mile long (i.e it goes round in a square)?

non-endorsable = £30
endorsable = £60 + 3 points

and if you want to drive round and round and round....... then - that's up to you. If you commit offences as you do, then prepare for the possible consequences.
