Best to check your local waterboard's website. The media will be inaccurate, so better to get the information from your supplier's mouth.
Some authorities don't need a ban....i.e the ones with plenty water: http://www.stwater.co.uk/conWebDoc/2872
Actually I think its more down to Severn Trent using its noggin and replacing all of their knackered water mains and investing in new pipelines 20 years ago that did more to sort this than what the consumers do. Anyway, no bans for me.

Despite the record low rainfall over the last 16 months and the Environment Agency today stating that more areas of the Midlands are at a high risk of drought, Severn Trent Water says that it is not predicting any usage restrictions this year.....
....Customers in our region are very water conscious, with the lowest consumption per head in the UK. Our year-round message remains the same – continue to use water wisely as part of your everyday life. You will also save money on your water and energy bills.”

Case in point: $ky's map says West Mids is high risk...yet Severn Trent are not predicting any bans!
Current average reserve levels are at 91%! : http://www.stwater.co.uk/conWebDoc/2852

Well I've never had an official notification of a hose pipe ban ever, are they supposed to inform you in writing, or are you supposed to just know?
I don't see how it can be enforced without being put into writing. I pay by water meter the same as gas and leccy and they can't ban me from using gas and electricity as long as I pay my bills.

Sutton and Epsom (my water board) are introducing the ban from 5th April, it's on their website. Just time for me to get out over the next couple of weeks and do the cars and patio/drive way.

Surely they have a contract to provide me with a utility service for which I pay by measured amount, if they fail to provide me with that utility they must be breaching that contract.

Also (and this is something that annoyed the missus last time) sports fields are also allowed to be watered. So we'll see Epsom race course have those ludicrously huge sprinklers out again.

On a serious point there is no doubt that we waste a huge amount of water.
Perhaps one answer is to have a metered system that charges progressively. Decide what is a reasonable amount for a household to use (based on number of people residing) and make it fairly cheap and then increase the cost as use increases beyond what is reasonable. This would instil some awareness and if people want to leave a hosepipe running, fine but they pay for it.

The bills are also divided between water used and waste water sent to sewage. Does that mean that if I am not allowed to use a hosepipe that I should get a corresponding reduction in the sewage charge?

Well its hardly surprising if they are not getting enough water from their sources in order to keep up.
What else can they do in that situation. I doubt that leaky pipes make that much difference compared to normal demand. I agree that it won't help of course.

We get involved working with Seimens who are a principle contractor for waterboard contracts.
If you were to see how many leaks our water network has you wouldn't believe it. Millions of gallons per year are lost through ruptured mains.
A hosepipe ban is just a friggin joke.
You will also use LESS water cleaning a car with a hose opposed to keep filling buckets.
The rule makers sadly have the IQ of pond life.
