My son is learning to drive and is being taught:
i) Never indicate when passing a cyclist.
ii) Don't indicate when pulling out to pass a parked car.
Now the second one I can accept, but not the first. Not only are you showing oncoming cars why you are out in the middle of the road, but also warning the less alert behind that there is an obstruction.
Can anyone confirm that this is correct tuition? Highway Code rule 212 mentions 'passing', and rule 163 about 'overtaking' says to signal. So not definitive either way.

The answer is not cut and dried for either. You indicate if doing so would be useful to someone else. If there is no-one else on the road then, no on-coming traffic for example, then no need. IF there is on-coming traffic then you probably shouldn't pass anyway, as to do so would "probably" not leave enough room for one or the other.
Passing parked cars: IF there is noone coming then no need. But if you need to slow down/stop ('cos not enough room to get by) then think about indicating so that the plonkers that come up behind you know that you're about to overtake and not parked there yourself.
Basically, every situation is different. Make sure your son knows this. Saying that, make sure he knows what to do to pass his test THEN get him doing it properly. At least get him the IAM driving manual AND the police drivers manual. prefereably get him to take the IAM test.
