4 wheels at the rear I can understand sort of, but surely 4 wheels at the front reduces the turning circle and increases drag?

It is safer if a tyre blows! Not if it is a rear tyre it isn't !!!!

Smaller tyres on the front reduce aerodynamic drag, also you have an extra set of brakes and more contact area for the tyres.
