My neighbour has got a letter demanding £80 for parking for over three hours at a shoppping centre. They have used said centre in the past, but it's apparently recently, (one month ago), had this system . They WERE in the shops for over three hours, they WERE shopping and so not abusing the system, as I see it.

Am I right in thinking that it's not enforceable, like those from motorway services, and she should just ignore it?

Yep, my Mrs worked in Tesco (in not for) and we always had them. With the first one I phoned the number and explained she was working there and was told 'throw it away and don't worry, we can't enforce them anyway'!!!!!!!!!!!
