Default Business rates question - letting a window

Not sure if anyone would be able to comment on this.. We have one of our retail units vacant at the moment, quite a prominent corner plot.

Its been 'to let' for a good few months now- hardly surprising really.

I've been approached by a local business to rent the window space for advertising- just posters in the windows. I'm waiting to speak to a couple of people known to be sensible in the planning department, but I'm wondering whether the council would consider the shop to be occupied id it was just advertising in the windows.

Any thoughts?
