What is the M4 like for rush hour traffic?

What is the M4 like for rush hour traffic?
My missus is working in Marlow, I am looking at a job near Bath. If we lived somewhere in the middle (Newbury/Thatcham/Hungerford) would it be a real ball ache for us to both commute on the M4.
I've never used it at rush hour, just the occasional trip over to South Wales.
Are we talking 80mph average as per M40 or 40 mph as per M25. Is the east bound much worse than west bound?

i do trips to and from basingstoke now and then as bro lives there, only place you find traffic at rush hour is cardiff, every where else dont seem that bad. defo not like M25 anyway, i wont me using that again in a hurry
