Since when have we had a Russian TV channel on freeview? 
I was flicking through them just before looking for one with a signal that was not going **** up due to the weather and discovered "Russia Today"
I am not sure why we have this?

It makes sense, Half of Kensington and Chelsea is Russian now. Imagine if you lived in Russia as an Englishman and all the TV was native, it would be well gash.

Yes well, maybe you feel about this like Ahmedinejad feels about BBC Persia...
Personally I love the balance it proffers - never assume we too arent fed the party line or baseline national preferred propaganda...
