Mobile phone code

I got sent the e-mail below, does anyone know if this is real?
If so, why is there not more general publicity about it?
What is to stop me giving the wrong code to the service provider and getting another phone disabled instead?

Does work, service provider/network will only bar a handset that is registered to you. As far as I know only one2one & orange are currently doing it. Problem can arise if you have been changing handsets without informing them, just swapping SIM cards. Only works on same network, if someone nicks your orange phone, unlocks it and puts in a voda SIM card it's gone.
