Acceptable of course not. That the person that did this should be killed? Probably not.
There could be many reason for doing that. A young mum who has the dog but can't afford to keep them all until someone takes them? Its more than likely this is a cost issue rather than just blatant tight bast*rdness.
There aren't enough controls over who keeps pets and the punishments are usually laughable and quite pointless.

Its par for the course here. There is a little dam/weir thing across a nearby river and there is usually a selection of puppies and kittens washed up there after heavy rains.
No its not "right", but its not worth getting worked up about, especially to the point of demanding corporal punishment.

I wouldn't use capital punishment, an eye for an eye, strip the owner naked, dump em in the canal in a bin bag with a big paving slab, they may get saved, may not, seems fair to me......
