i think this is just another crappy Email chain letter,

i think its a fake site

It's dated 2001 and yes they did start charging for premium services.

I downloaded MSN 9.0 the other day and they wanted me to send a txt message to somewhere to get a code to unlock it, so I deleted it and downloaded msn 8 instead

No its not a fake site, its an old real BBC news article. MSN did for a period of time at around the end of 2001 charge for some of its services. For example, the free hotmail gave you a whole 2MB of storage and if you wanted more you had to pay for it. Google with its free Gmail service and 1GB of storage basically put MSN on the back foot and they then stopped charging because they started losing subscribers.
