Plumbers -- what is it with these guys
Every time I commission a plumber to do a job, without fail, the first thing they do is slag of the existing plumbing
And speaking to some work colleagues the other day ,everyone has the same experience with these muppets
And to cap it all, my father-in-law got a plumber around do some work the other day
plumber came round -- with much hissing and drawing breath said to my father in law
"this is a mess, who did this" to which my father-in-law replied
"You did, five years ago"

I actually think it is a defense mechanism as if the whole thing goes to sh** then they wouldn't be liable as they would blame the other work, in this blame culture if you adjust someones elses work or add to it people tend to blame the last person who worked on the things for any faults that occur even in the older stuff.

our shower room took over four weeks, i was beginning to think he had left his wife and moved in,
quite a few days he only put up half a dozen tiles, drank his juice bottle and went.
but he has done a good job, used quality fittings and was 3k cheaper so i was never going to kick off with him

I think it happens in alot of trades; When I was in a/c (basically; plumbing with refrigerant instead of water ) often I found some lovely bodges, of which I made sure to inform the client - or if it was our company who installed it (I had to check, knowing the bunch I worked with ), which doughnut was responsible. Of which was normally referred as a Brasso special, or Teflon's trade mark, because thats the nicknames of the people usually to blame
Car alarms/Immobilsers/ICE was the same. Lots and lots of bodged work, some of which caused extra expense, owing to having to put the wiring right (otherwise I'd get the blame).
Accounting: Same again.

It probably is mostly a cover up before they even start the Job, as others have said, just incase it goes **** up they can blame the previous Engineer.
As for bodge jobs, when i come across them in the A\C and Refrigeration trade, i just tell the customer i'll only touch it if i get to rip the whole thing out and start again.
In saying that, it depends at what level of "bodge" it is
I have always stuck by the rule, if you take 20 screws out, put 10 back. Or 15 if you feel generous. The designers usually go overboard with these kind of things
