The following will return "yes" if the number of characters in cell B5 is 12, or "no" if it doesn't.

=IF(LEN(B5)=12,"yes","no")

Hope this assists,

Dunk

I thought Len would work but I need a range and it doesn't seem to like it.

=IF(LEN(A1:A2091)=4,SUM(M1:M2091),0)

what I really want is

=SUMIF(A1:A2091, string =9 characters, M1:M2091) but don't know what the middle bit is.
