Unbelievable!!!
Blatant disregard to braking the law and now the police are doing something but they should have clamped down on this ages ago. it's a simple convinction for the police as well if they impound and crush the car.

I drove through Bradford recently, and can see your point.
Similar to driving in S Italy where insurance wasn't required when I lived there in the mid 90s as long as you displayed a sign saying as much!
