I wouldn't have thought so. I know my ex is trying to get her current fella to sell the house as she wants half of it's value so she can leave him. Stupid **** was warned that she was only after the money
I'd suggest she looks into getting a mortgage to buy him out.

if they are tenants in common then both would need to agree to any sale. that may not stop one party getting an agent round and quietly marketing it though....but when push comes to shove, both signatures are required on the sale agreement if both names are registered as "the owner"

joint tenancy is slightly different because IIRC you can adjust the percentage owned by each of the joint tenants. i don't have much experience with jt's though so have a good look around the web and you'll find lots of guidance. put all that together and you'll have a reasonable starting point for further discussion

simply put no she can't there has to be joint agreement or it has to go legal and the court decides it.
I had a nightmare with mine when both of us wanted to buy the other out and it so nearly had to go legal but fortunately didn't. Tell him to do everything possible to resolve it amicably otherwise it gets very messy
