Are you able to,,,,
Put a lock onto a computer,my 13year old daughter keeps going on sh*te websites,which end up giving me problems,so i've banned her from the computer. But if i dont put some sort of lock on it,while im out she'll be sneaking on. Cheers

Which version of Windows are you using, you should be able to set logon accounts up. Vista has Parental controls, or if it's that serious invest in something like NetNanny software.

set a BIOS password. This will need to be entered everytime you switch on the PC. Check the manual or check the manufacturers website. Beware that c0cking it up could mean you have to do a full BIOS reset, which could cause you issues.
