Yes, but how do you connect the drains from the rotating part to the stationary central part? Especially if it can go 360° and further.

Errr, one thing I don't get, don't these buildings need to be aerodynamic to prevent sway in high winds (specially if its a tall building), surely now with all floors out of line and making the building look butt ugly, it will have the aerodynamics of a brick???
