Remember the ozone layer...
As I remember, the ozone layer was being damaged by, amongst other things, CFCs. The governments of the world got together and as a whole (or enough as makes a difference) CFCs were removed from refrigerants, aerosol propellants etc.
As we stand, CO2, methane and water vapour are to "blame" for climate change. If the world governments saw this as a threat, with potentially greater effects than a depleted O3 layer, why don't they just ban these substances so far as is reasonably practicable?
Is it because they wouldn't be able to tax us?

Ban CFCs = use slightly different spray cans and fridges. Not really a big deal.
Ban CO2, methane and water vapour = stop using energy, stop cows from farting and stop the sun from evaporating the oceans. Slightly more difficult!

Mostly because they make it up as they go along. Government scientists are all the people who couldn't make it in the real word. They have no idea what is happening to anything!!

OK, for the sake of comparison, let's consider the consequences of the changes needed to dramatically cut CO2 emissions.
Most domestic energy usage goes into heating and cooking; eliminate these and you're eating mostly raw food - and for at least half the year you're cold too.
Is your workplace readily accessible by public transport? Mine certainly isn't. Any business whose premises aren't in a well-served location suddenly finds itself with no staff, and those staff find themselves unemployed.
The knock-on effect is that those businesses which survive are hit by a lack of customers and/or suppliers, so they suffer too.
The impact on the economy is dramatic - right at the time when massive, unprecedented investment in public transport is needed to try and keep people able to get to work. What a shame that heavy industry is all but closed down because it too is a CO2 emitter.
It's clear to me that whatever changes are made will have to be introduced gradually. It's one thing to have a trend towards a greener way of life, but quite another to demand one overnight.
