Ok, I cant get my head round the VED changes, the supposedly socialist government are making personal road transport slowly the preserve of the rich, so if you can pay you will basically be able to drive any car you want on increasingly empty roads (or thats what they want) for as many miles as you want, whats socialist and "Green" about that ?
Could a Carbon Account be made to work ? a bit like a limited mileage insurance policy, you as an individual, get a number of carbon kilometers, say 15,000 at 120 gm/km after that its the bus, it would certainly make people think about their choice of vehicle and what they use it for, ok if you want a Range Rover you will only see about 5000 km before you have used up your allowance but the full 15,000 in a Diesel Focus.
Ok, not sure how it would be administered but could it work ?

Nice idea...I wonder if you could inherit somone's allowance.....My dad carped it prematurely, and thus would have say, 30 years worth of carbon emissions that will not be used.

There has to be some way for me to cash in on this madness. I hardly drive any miles in a year, and overall my footprint is amazingly small. I must be able to sell my credits to some rich person

No, it couldn't, because different people will always have different travel needs.
It's easy to see why. People live in families, so with two parents working and the kids needing to get to whichever school they've been allocated to, the best anyone can reasonably hope for in a choice of home location is a good compromise.
Add to that the fact that workplaces move - offices open and close, companies expand to bigger premises or go bust - so a 'perfect' location today might not be a few months later, through no fault of anyone's. Live in the wrong place when your workplace changes and your daily commute can change dramatically. Short of every company sacking its entire workforce whenever it moves and re-hiring new staff only from within bicycle range, this is inevitable. Even though I live fairly near a railway station, my office is miles from any viable public transport - and that's hardly unusual.
Meanwhile, the travelling salesman, the plumber, the delivery driver, anyone providing a mobile service of any kind, is stuffed.
So then you get into the idea that the carbon allowance is a tradeable commodity, and then you're back to square one - it's just another way of saying 'fuel tax'. Taken to its logical conclusion, the price at the pump would simply include the cost of the requisite carbon credit.

Scrap the VED, increase the tax on fuel to cover the difference, reduce duty on alternative fuels (where proven to be cleaner) et voila: a fair road pricing policy that takes into account your emissions and mileage driven.
Why is that so fecking hard for the government to understand?

does me breathing go against my Co2 limit? Should we all not exercise and thus save our CO2 output but maybe become obese?
Tell you what... think I'd happily give up the 'modern world'. I'd love to have lived in the 60's... simpler times would suit me just great right now!

Will they scrap the propsed changed to Road tax etc? Will they scrap the return of the Fuel escalator?
Course they won't. - Why? Because you can blame the previous government for it. Exactly the reason why Labour haven't scrapped 5% VAT on heating bills that the Tories introduced.
