There is no fee to send money, there is always a 3.4% +20p fee to recieve money unless you have a personal account and the money has been sent by a paypal balance/E cheque/bank transfer.
If a debit or credit card has been used (instead of the paypal balance etc listed above) to send the money then you get charged the 3.4% to recieve it no mattter what account you have.
