I recently bought a router from a seller on ebay (150 feedback one) but it looks like the powerpack is faulty on it.

I paid via paypal and it had payment protection on it.

I've contacted the seller and he's saying that since he's not a shop he doesn't do returns.

Is there a process within ebay to cover these disputes?

If you paid via paypal open a dispute.

You should have the original advert and if it was described as "fully working" then he's mis-sold it and you should get your cash back.

Also see what it says about returns. All sellers can put that in and if he's suddenly changed his mind then that's another thing you've got against him.
