Been driving down there a fair bit recently. The weather can make driving a bit tricky. You do need to concentrate a lot more.
Shutting the road isn't the answer. Taking licence's off of those that can't adjust to the conditions should be high on the Police's priorities though.
No need to make the 95% of capable drivers suffer.

Yeah I heard about this. Was on that road last week in a torrent of rain and I have to say, the surface cannot deal with it, and the spray gets appauling.
But as people have said..... People need to adjust to the conditions!
