If it goes to court and the outcome relies on his word against yours,and that alone,you will lose every time........ sad state of affaires when it comes to that.
ps not a definative answer that he needs other evidence to back his opinion up ie video

here what happened.
I'm driving with in the speed limit. when a blue astra joins the dual carrige way and comes into my lane! then swerves back out, with no signal. I carry on and it then starts to follow me for a while. Then I get to a set of lights where he comes to the side of me. 'At this point I made no eye contact and thought this person was a crack head' Any way I decided to boot it! I reached 60 in a 30 zone. I eased off 'noticed he was way back' He then started to tailgate me and follow me really closely. At this point I headed straight for home, he then followed, But I didnt stop and went out of a no entry. I then tried to go on the motorway and at the point, the astra was a copper and called for back up, and they pulled me. He said he's gonna report me and gave me a producer?

Get youself a solicitor for the right advice.

Yes he can, but you obviously believed him to be a 'crack head' and tried to go home to get away. If he aint got markings or blue lights/two tones etc how do you know??

I thought that there needed to be 2 of them and they certainly cant do you for anything like say speeding...... as they wont have the equipment to do this
I once saw a police car and just booted past it....... he pulled me and said what the hell do you think your doing - you must have been doing twice the speed limit.... at which point I said 'prove it' - there was only 1 copper and they werent in a pursuit car..... so they'd have difficulty in court.... he said 'dont do it again'..............
Amazing if they dont have evidence - i.e. video - I'd simply dispute and you thought some crazy person was trying to ram you off the road
I'd take pride in saying 'not guilty' to this one

surely the copper must have to pull you or leave you alone. he seemed to have followed you for too long wthout showing he was a copper. so in my eyes you had a right to speed off

A Police Officer is considered as an 'expert witness' whatever that is?His word will always be taken over yours.
Did he read you your rights before he said he was going to report you?

in an ideal world he cant do **** or prove ****.if it was YOU reporting some random guy for driving dangerously then he would definitely get off because you have no proof.
however because he is a copper he will be beleived.
If it does go to court make sure you tell them you feared for your safety and as he was being intimidating and it also sounds like he was goading you into driving fast to getaway you decided to avoid a carjacking by heading home quickly to call the police (as you are a good citizen,therefore you wouldnt dream of calling the police on your mobile while driving)

ive heard lots of stories about a rogue policeman down our way who used to tailgate, harrass etc. He was a law unto himself till he got caught doing over a 100 mph by another policeman and either got the sack or was reassigned.

A few points:
1. an unmarked police car cannot pull you over unless in EXTREME circumstances.
2. a copper on his own CAN pull you over in a marked car ONLY by using the blues lights.
3. If he gave you a producer he should have cautioned you."You do not have to say anything but...."
4. Speed can't be proven unless its a traffic car as they have cameras which are speed calibrated.
5. If it does go to court, I IMAGINE you thought it was someone trying to carjack you as you are aware Impreza's are highly stolen vehicles.
6. Trying to prove reckless driving is gonna be tough for thr copper

If he was going to give you a producer that would have been done at the scene when stopped. It now depends if the CPS decide his evidence is strong enough to obtain a prosecution.

A police officer can report for careless without it being witnessed by another officer. But as others have said it will be your word against his.
However, the courts don't always take a officers word against the defendants, they have to make a decision based on beyound all reasonable doubt. You word against his can't always reach that standard dispite popular belief.
By producer, I think you mean a 7 day wonder, a HO/RT1 form? In that you have to produce you MOT, insurance certificate and licence at the station? That being the case. That is completely different to being report for the offence of careless.
As someone else has said, were you cautioned? Did he actually say "I'm report you for the offence of Careless"? If he did NIPS (notice of indeed prosecution) aren't needed as he's already told you he indeeds to report you.
NIPS only become relavant when they haven't stopped you or didn't report you at the scene. Police have 14days in which to do this.
With regards to loosing your licence, the answer is, it might happen. I very very very much doubt the court will ban you for it, but they can give you upto 9 points which depending on you current level of points may ban you via totting up. Normally they dish out around 3points for this sort of offence plus a hugh fine and court costs.
Someone has mentioned getting it heard at crown court, a trail by jury. As careless is a summary only offence, and not indictable or triable either way, you will only be able to have it heard at magistrates court.
At the moment, I'd say wait and see what happens. What the police indeed to do is out of your control. You'll only be able to challenge it if it goes to court. The officer may well decided to not bother to put the paperwork in.
