Parish Council question-standards/privacy/freedom of information

Question..
Small Parish Council, Clerk writes a list of pros and cons re' two areas in the village that could be used as a youth area. List is for Councilors to discuss at a Council meeting, a starting discussion point, something to prepare them for a discussion on the idea. Meeting takes place, discussion held, decision deferred for further consultation within the village.
A few weeks later, leading figure driving the youth area forward (not a councilor) asks clerk for a copy of this list to include in his 'Business Plan' for driving this area forward.
Should clerk give him this list ?
Any thoughts and reasoning ?

To the best of my knowledge Parish Council meetings are not generally held behind closed doors and members of the parish can attend, so on that basis the info is in the public arena - but I could be wrong

Its not black and white - the FOIA has a number of exemptions and it could be argued that the information falls under the following exemption -
Section 30 - investigations and proceedings conducted by public authorities
This exemption is concerned primarily with preserving the integrity of certain proceedings and investigations which public authorities have the power or duty to conduct. There are two ways in which the application of this exemption may be triggered:
where information has at any time been held for the purpose of specified criminal and other investigations or proceedings; and
where information relates to the obtaining of information from confidential sources and was obtained or recorded for a number of specified investigations or proceedings.
This exemption is public interest tested.
