Question £80 fixed penalty public order fines........

...............are they the new speeding tickets?

I've had some time to myself during the last couple of days, (read: "bored"), and have watched some of the "Street Crime UK" stuff.

The one thing that comes over is the number of coppers who seem to "go for" this section 5 stuff.

In one, for instance, a man, visibly agitated at being filmed, was baited by a copper, ("what are you going to do about it? Are you going to hit me? Go on then, hit me"), until he finally blew and told the copper to F*ck off, at which point: £80 fine.

What do others think? Easy money, like speeding, or a useful tool?

The problem to my mind is that there are now so many damn laws around, they longer act as a deterrant as you don't realise you're breaking half of them!

They are used quite frequently by west yorkshire Police at least as a means of dealing with people who have been locked up for drunk and disorderly etc on a sat night.

The advantages are they don't clog up the court system, although the recipient obviously can opt to go to court instead.
The recipient doesn't recieve a criminal record if they pay the fine, where as if they go to court and if they are found guilty they would.


I know other forces issue them on the street, like parking tickets, but this varies from force to force.

In my neck of the woods you would probably be taken to the station to verify your ID and then issue the FPN in a safe place (i.e not outside the pub where you just got locked up!). If no time or ID is ok then in the back of the van.

I would say that its a 50/50 situation.

Its better because a lot of people who would be just sent on their way in the past purely because there was no space in the cells and a lock up for public order might take you off the streets for 4 hours when you are needed for other jobs. But these people might have been complete idiots and genuinely causing a problem - but they dont get locked up in a lot of cases.

The down side is that some officers do see it as an easy way to deal with someone. But I would say this is few and far between, I would like to think so anyway!

IMHO I think its a good thing, most people who get locked up for public order will, after calming down, agree they were being a complete tw@t and apologise. IMHO its better for someone to get £80 fine and learn from that rather than taking up space in a cell for a night then court time etc etc.

Dont forget anyone who is a repeat offender cant get a FPN so its not a case of you always get an £80 fine either - if you dont learn you have to go and explain it to the Magistrate.

They're an automatic detection and hence make the crime figures look better

The bit that I'm not sure about is that on the programmes I saw, some of the coppers acted like they were out LOOKING for reasons to give a fpn, and thus generate £80.

More easy money?

The 'aim' is to keep the courts clear of the trivial stuff.

Watch this space............... The are going to encompass far more serious crimes, apparently.

Who cares...........................If you are a law abading citizen then it aint a problem.

If your a gobby pisshead who doesn't respect the law or the surrounding decent public then "have some of this to shut you up". Bring it on!

Are YOU a law abiding citizen? Or a gobby pisshead?

Whichever you are, I'm betting I could rile you enough to get you a fpn, especially if you've had a drink or two

And that seems to be EXACTLY what some cops are doing..........

I'm all for laws to sort out the troublemakers, I just do not like to see laws used to generate revenue.
