What is the best driving game on the PC???

Depends on Genre....F1, Rallying, BTCC etc.....
Toca2 is still the dogs for playbility.......I love it....but getting on slightly
Extreme Rally by Actualise is one of the latest rally games...got 90% odd in PC Format - have got it...not played it yet....graphics are supposed to be good.
Grand Prix legends is good for F1 type....but over 1 year old now...
Horses for Courses....has he got a Steering Wheel & Pedals set....pretty much essential for the enjoyment of all of these games.....

If he has the patients of 3 saints then Grand Prix Legends is good, and only £10, but a bit of web searching is required to get the extra tracks, etc.
For something more instantly playable I'd say Microprose GP 3, the driving aids lead you in gently, and you can switch them off once you get better.
TOCA 2 is worth a spin, it is far less twitchy than its predecessor.
Up until recently my PC has not been up to running modern games, so don't know if anything better has made an appearance.
Would avoid Midtown Madness2, I got it from Blockbusters for £4.99, and it wasn't even worth that, admittedly it may get better once I get the stupid USB control pad working again)

Sports Car GT.
It's around £7 in loads of places, lots of different cars and tracks available - I'm currently enjoying Castle Combe. Sweet handling, great cars.
I have all the other mentioned here, and a few more, but it's SCGT I use most.
Get him the wheel as well!

the ubisoft Formula one games are VERY good, gave gp3 a run for its money, but i tend to find your either a geoff crammond gp player, or a ubisoft one.

GP3 for me - I loved GP2 and there are so many excellent additions to really make it worth it. The weather is great as are the graphics - right down to the reflections in the puddles on a wet track!
