If you own the car its within 14 days to get your NIP.
Plenty of websites around that will tell you the other info as it can vary a lot.

The Police have 14 days to issue the registered keeper of the vehicle the NIP or notice of intended prosecution. If the driver at the time of the offence is not the keeper the registered keeper has to notify the Police of the driver details or be prosecuted for failing to supply driver details, (Can't remember how severe the fine is for that).
The CPS then has 6 months to summon the driver to court. That is to serve the summons on the driver, not the date the driver appears in court.
If either of the above time limit conditions are not adhered to the case will be dropped at court.
As for avoiding the points and fine are leave it for others to advise you on that.

I would expect that anything more than 10% over the limit and you are getting some points unless you find a loophole. 20mph over the limit and you are in court with a potential ban
