Paypal refund charges
Hi does anyone where i stand regarding paypal refund charges?
I sent a payment of $200 /£104.29 for a deposit on a privately owned room at a beach resort. I get an email back the same day saying that the reservation was no longer available and the woman refunded the money to me. However the amount refunded was only £98.98/ $200. I email paypal to enquire about what's happened to the difference of £5.31. Their response was that their was a conversion fee in the refund. But later in the same email it says
"When a payment is refunded within 24 hours of initiating the
payment, you will be credited the exact same amount". The refund was given within 24 hrs.
I call them up today and ask why after almost a week, my paypal account still shows a balance of £98.98 and not £104.29. Today, they tell me that the "seller" did not use the refund option to return the money and just sent $200 to my account. I was told refund that $200 that was sent to me and get the seller to refund the original transaction and i will get the full amount back because its less than 60 days.
I go to refund the payment of $200 but it won't allow me to do because i don't have sufficent funds to cover the refund (no money has been withdrawn). I call them up again and this time they tell me there's nothing i can do about it- the £5.31 is the exchange rate and charge levied by Paypal to cover the conversion from US$ to £. Are they right or can i claim this £5.31 back from Paypal???

the other persons fault- they didnt hit the 'refund' button, and instead just paid you $200, and you were charged the fee for receiving it.
You cant now send them $200, because paypal have taken their fee.
not paypals fault- entirely the other persons fault, so moan at them, or chalk it down to experience.
