what Id be interested in is the law governing them. Could you set your own law? If not why not? And if I wanted to, how could I do it?

I was in Dubai last year apparently Rod Stewart and David Beckham have bought to of the properties on "England".

That island / house belongs to Michael Schumacher. From what I hear it was a gift to him from the Maktoums.

He Didn't Even pay for the land!
The first developed island is owned by Formula 1 driver Michael Schumacher. The $7 million piece of land was gifted to him by Dubai’s crown prince, Sheikh Mohammed bin Rashid Al Maktoum and is located in the Arctic (although I’m sure he would have preferred Germany).
