Pretty much do what they say on the tin. At £9.99 that sounds like a good price and let's face it, it isn't going to need the technowizadry of a NASA computer to monitor heart rate. Therefore it should be reliable too.
reason i asked is that i remember reading somewhere a bit ago that some of the cheap ones sometimes can loose the signal between ur heart and the readout bit on ur wrist-mind u when im cycling hard i can feel the brick inside my chest swinging
my missus got one.. works fine.. tried it on me as I was watchin' footy.. we scored.. rate went up.. checked again.. rate droppped as play 'cooled'..
so its 'All Good' for a tenner

Well I think we could get a refund under the Sale of Goods Act. Under the Fitness for Purpose rule. Although you would have to do the explaining!

Going back on topic; I'm always a firm believer in heart rate monitors for exercising purposes, and a cheap one is fine (unless you're into proper serious training for something where the pricier ones with logs and alarms etc would be handy). The cheapest ones might not send enough signal strength for e.g. a rowing machine with a sensor to pick up (it might lose signal at the back of every stroke), but it should be fine with the wrist-watch type receiver that it comes supplied with.
It is a wrist type cuff and they are renowned for inaccurate readings. The upper arm cuff types are far more reliable.
My normal BP is 120 and when I tried my friend's wrist cuff one it said 176 at the first go and 97 at the second!

Try dampening the bit that goes against your chest with saliva or water or similar. Many people don't get a good signal from the heart when th device is dry. When you start exercising, the sweat ensures suitable conductivity
