OneTel are just an indirect access provider -- you either dial a prefix or get a little box off them that does it for you.
Been using them for about 18 months now -- it got a bit tricky when their Australian parent co went into liquidation, but they've been bought out by Centrica now (which may turn out to be an excuse for higher prices and worse service).
www.onetel.co.uk should tell you all you need to know. There are other indirect access providers too, who may be cheaper?

Ive been using them for years. Cheapest for international calls and I have my Orange phone registered with them so I can get their call rates during anytime using my mobile. You dial freephone access number which changes sometimes, then key in the number you want.
After 1900 I get my free 50 minutes a day from orange but still use the onetel for international. Its as good as having your home phone in your pocket.
I have the phone pal at home which automatically dials the prefix for you on your house phone. My wife now has it at her business and its saving her a lot of money.
