I've got one of the Citizen Eco-Drive ones I wear as an every day watch, gold with a white face ( cant remember the model no ) paid around £250 for it last year.
Be careful buying on Ebay - a lot of the Citizen watches on there are chinese copies ! Go to www.citizen.co.uk and use one of the links to the proper dealers on their site - prices arent that much more than Ebay and you know you're getting a real one.

dont quite get a £400 watch unless you are very well off and £400 is throw away money.
its not enough to be a "posh watch" so you arent going to have an omega, breti, etc.............yet its loads more than a "normal" watch.
so you are stuck between a too expensive cheap make and a cheap expensive make...........its like a modeo St200/ vectra GSI etc etc.

I don't consider us to be wealthy but I've got an £800 watch - if you can afford it, what's the problem? ...and if you can't afford it, well thats what credit cards are for
Are you a student by any chance?

Anyway, I agree with the idea that you might as well spend 1-200 on a new watch, or get something s/h and interesting. Chronomaster is a good site for new or new-ish unusual watches.
£400 on a new watch for me would be a Jughans ceramic solar powered radio controlled number - always completely accurate wherever you are.

For £400 I'd go for something like an Oris, Longines or Raymond Weil. You'll probably be limited to quartz, though. Might be possible to get a secondhand Omega though.
The Tag Heuer F1 is OK, but every one I see being worn has the numbers on the plastic bezel wearing off.
Take a look at www.blitzwatches.co.uk -- there are other Tags there for around the £400 mark (nearly £200 off retail!)

Click on each watch to see a range of watches. You might like the 3133 range.
No prices given but I think they're within your range.

Here are some prices for the 3133 range, if you like Rolex Daytonas.

I like the black Ruslan - not bad at €179 (leaves you £250 to buy something else!)
EDIT - just found that most of them are manual wind, which is a PITA
