Sounds like the community warden officers we have. To be honest they have been great around our area.
Unlike the beat police officer they are not pulled off the job to attend Football Matches, Saturnight Policing or snowed under with paperwork so they can concentrate on the low level crime like graffiti and anti social behaviour.
Our wardens are funded buy the local authority so are in direct control of local councillors and the community. The Police are funded by the county authority who's priorities are not usually low level crime in localised areas.

all local authorities have community safety partnerships (partners being police, fire service, education, probation service etc), combating anti-social behaviour being one element of the work they (try) to do. Most staff are employed by the local authority with some from the 'partners' being seconded to the local authority.
