I know this is a bit over your price limit, but the Logitech Harmony 525 is very good - easy to program and flexible enough to deal with equipment with less than friendly codes (such as Panasonic).

Lidl of all places were doing multi remotes for 4.99
they did cable /sat/ tv/ vid/ dvd and aux (ie) amp
and it was a learning remote too, for some of those obscure buttons.
its ok but not spectacular

get a cheap palm pda from ebay..... £20
Get Novii remote software for a couple of dollars
You can then design any remote in any style you want and will learn any thing you point at it.
Then you put Tomtom on it.......scamera database.

I had a look through some instruction manuals for stuff i already own and many of the remotes you can program to control more than 1 item.
