We use it, both PC to phone and PC-PC. Saves a fortune in international phone calls, and quality is often far superior (not always - line can drop or you get some calls with satellite echo). We say Yes

Hello
Just remember that for places where Skype doesn't work, you can use a cheap provider from the UK.
Here gives you a list: http://www.moneysavingexpert.com/callchecker/

BTW, The Register had an article on security issues (the geeks here will find it for you) so don't use it to negotiate multi-million pound deals. But frankly, if you're doing that then the commission should pay for a normal call

Read the end-user agreement carefully. By installing their software you are agreeing to allow Skype to relay other people's telephone calls via your equipment (if required to bypass firewalls) - even when you are not logged into the Skype service yourself. I personally wouldn't use it on a network where I was paying by the packet/byte.
If you are interested in details of how it works, see here - http://arxiv.org/pdf/cs.NI/0412017
Edited to answer Butty's question - data rate is approx 5kbps when in a call, so your 1Mb allowance will last about 3 minutes. If you machine ends up hosting someone else's conference it could go much quicker.
