Not too sure what to do about this either?
The other evening, I called into the bank to withdraw some cash out, it was one of those with the machine in the foyer. Anyway, as I walked up to the door, this madman burst out 
, his face was bright red, and he was clutching something at the top of his leg, which looked like it had locked at the knee, as he was walking really funny.This man just barged past me and climbed ( very awkwardly ) into a mondeo estate, then sped off! 
Anyway, I thought nothing of it, until I went in the bank and saw two women sat on a bench, crying
when I asked them what was up, they told me a middle aged man had just been using the cash machine, and halfway through his transaction had just taken his member out and started masterbating in front of them! when I arrived at the bank it had startled him, and thats why he did a runner!
should I tell the police what I know, or is it best left?
