AFAIK this is money he has "borrowed" against future aid budgets so it has no current fiscal impact....... only less money to spend on aid in the coming years.

Here's my cynical view:

Saving "millions" will also mean you will have to feed millions, cloth millions, educate millions, have even more millions of poverty stricken trying get what they can and millions trying to immigrate to here or other more developed worlds for a better chance in life.

If your going to donate to "save them" you should go whole hog and make sure you do it properly, not throw a few quid as an when you please then run off thinking the problem is completely sorted thinking that you done good. Were actually it could be be prolonging and worsening poverty in the areas due to supporting the exponential population increases.

Not on their IT anyway. A more mismanaged bunch of contracts its hard to imagine.

Any attempt to tie up in a small number of contracts an entire Inudstry's IT Plans for the next decade can only ever hope to end in remarkable overspend. Especially when you have retarded commercial and contract people framing them who barely seem to grasp the concept of "design".

1 year of beating suppliers up on deliveries followed by many years of expensive contract changes when surprise surprise the world moves on and requirements evolve.

Did anyone mention "overspend" ???

You can throw as much money as you like at the NHS but it won't work if it is all allowed to create even bigger bureaucracies and ensure that most of it goes to the trust administrators!

We now have consultants being sacked and doctors being turned down for a job.
