Just register your swiming pool as an emergency source of water with the local fire brigade then

Hey - all those millions of gallons of water flooding out of cracks in pipes that need maintenance has to count somewhere They wont fix the pipes cause that would cost them profit - so they just ban us from using. Maybe we should ban paying for it?
