hi, was up in brum for the w'end and on the M6 saw a couple of what at first looked like police range rovers, but they had yellow not blue lights and the sides were yellow/black squares.

what powers do these guys have and what do they do?

and can they stop you for speeding?

They are the motorway version of CSOs - policing on the cheap!!!

They handle "incidents", typically by coning off a couple of lanes during rush hour. They replace real motorway police, er, i forgot, there are no motorway police left - just cameras
