I tend to agree with the publicity stunt theory.
This seems to be an ebay version of this popular urban legend.
I thought the registered keeper, as listed on the V5, was indicative of the "owner" of the car, and thus is the person legally responsible for the car.

According to a lad on overclockers he has mailed the winner and the winner confirms it to be ture and even reckons he offered it back for £15K.

I bought my Impreza from the guys wife. She owned it and he was a named driver on her insurance.

two things
1, you can insure a car even if you are no the registered keeper, in your name, as long as your "partner" owns the car. This used to be spouse but p/cness had to make it fair for gay couples
2, Being the registered keeper is not the same as being the owner. If he can proove he paid for the car, then yes she could be guilty of theft
