Tracing Trade Plates

Is there any way of me finding out which company owns a particular trade plate? Wondered if, like with normal reg plates, the information is restricted or if there is some way of finding out?

if you can see the front plate (1 with triangle) close up i'm sure the dealers details are on the disc?
