It is common practice for companies to adopt differential pricing schemes without rate fences. Hotels use top-down pricing in which reservation agents quote the rack rate (generally the highest rate) and only quote lower rates if customers ask for them.
Knowledgeable customers may know to ask for the lower rate, but inexperienced customers may not. Customers view this practice in highly unfavourable way (Kimes, 1994).

Thanks folks - I asked because I was on hols recently and didn't like the hotel the tour agents had booked for us. So I moved the family out and booked in at the hotel down the beach. They gave me a sheet marked Rack Rates which I guessed might be top whack prices but had never seen the expression before. In fact the "Rack" price was Euro 475 for double half board which for 2 rooms for 6 nights was a bit of a "give me a large one" job. I asked if they could do a better rate and they charged 325 Euro which was still more than I had budgeted for. Am currently "discussing" with tour operator why I should be paying £2500 for 6 nights accommodation because I had to move out of a duff hotel they had recommended! DL
