I found this:
the basic difference between an apartment and a flat, or studio, is that the former has a separate living room, a full kitchen and one or more bedrooms.
Being in NA, they have no idea what a flat is, it's an Apartment, or a condo (Condo being all inclusive, which is what I have, ie; leccy, water, gas (if I had it) all inclusive, all i pay for is phone and cable tv/internet)

Looks like she could be either...
flat2 ** *P***Pronunciation Key**(flt)
n.
An apartment on one floor of a building,
a·part·ment ** *P***Pronunciation Key**(-pärtmnt)
n.
A room or suite of rooms designed as a residence and generally located in a building occupied by more than one household.
So i read that as if it was purpose built, it could be an apartment, if it was converted (and one floor) then it would be a flat...

Apartment is the american equivalent to a flat.
...and thats it.
Housing developers use the word apartment simply because it sounds posher.
