Yep - not allowable I'd imagine.
You'd need to ask permission from MTV to replay their footage to the public.
You're best option is a Sky commercial subscription (a la gyms, pubs, etc have).

Well I know a few bars in the med which have VJ's rather than DJ's which mix pre-recorded stuff off all the MTV and VH1 channels and play it on video screen and on the PA 
No annoying adverts then either
Probably not legal in the slighest, but I doubt they are that bothered in Spain
