Read this somewhere but never tried it, which phones can do this?

You may be able to send them a message if you both have a bluetooth phone. Do a Google search on 'bluejacking'.

There is a service somewhere for txting number plates of car you see (if on the off-chance the driver subscribes to the same service).

Write a message really quickly on a piece of card, and hold it up to them.

Or, failing that, communicate via the larynx/tongue/palatal/labial method. Digital stimulation of the person's shoulder should be sufficient to initiate communication of this nature.
