The best place to get Euros is from a cash machine in a Euro country using your Debit card!
For purchases, use your credit card rather than cash whenever possible as this is far cheaper then changing cash in any form (assuming you pay your credit card bill immediately!).
Don't use your credit card to draw cash from a machine or to exchange cash as this is considered a cash advance and you will usually pay interest immediately rather than from your bills due date.
